Use of Balanced Scorecard (BSC) Performance Indicators for Small-Scale Hydropower Project Attractiveness Analysis

Small-scale hydropower plants (SHP) have been losing competitiveness compared to other renewable sources in the global electricity matrix due technical, environmental, regulatory, and economic issues. In this context, contribute development strengthening of SHP’s integration into country’s matrix, study proposes Balanced Scorecard (BSC) as a strategic evaluation tool for SHP projects from prospecting phase pre-implementation phase, taking account financial non-financial performance indicators. This aims structure map source composed economic, socio-environmental, institutional, technical perspectives, adapted four perspectives BSC, with required indicators SHP. The computer program allowed data visualization eight case studies focusing on or that jeopardize project’s viability. results showed (i) adaptation BSC methodology feasibility proved effective (ii) developed demonstrated robustness effectiveness analyzing SHP, even different stages environmental characteristics.
